Engineering coverage in all 254 Texas counties

Texas has more counties than any other state and they are not one place. Coverage is stated by region because that is the honest unit: wind zones, soil behavior, and permitting authority change as you cross the state, and a firm serving all of it has to account for that rather than average it.

The shapes are US Census county boundaries, joined to the coverage data by county name. The heavier lines are the region borders, derived from the same assignment the county lists below are built from.

The groupings follow the state's regional council boundaries rather than being drawn by feel, because those are the lines that already organize permitting, emergency management, and procurement in Texas.
